Image playback published in Microsoft Stream is unclear

The poor image quality in uploading is the specification to upload process.

The uploaded video in Microsoft Stream is published in poor quality version (360p) at first, high quality version (1080p) is published after that.

Especially the highest quality encode time is longer in the case of the high definition video (HD) to use Streaming rendition.
